EU Council Directive 2012/18/EU – Seveso III Directive

The EU Seveso III Directive controls major on-shore accidents involving hazardous substances in Europe. This Directive addresses the classification, labelling and packaging of hazardous substances, public access to hazardous information, actions to be taken after major accident, prohibition of use and standards of inspections.

OSHA created the Process Safety Management of Highly Hazardous Chemicals—Compliance Guidelines and Enforcement Procedures to establish a set of uniform policies, procedures and standard clarifications to prevent or minimize the consequences of catastrophic releases of toxic, reactive, flammable or explosive chemicals, as such releases may cause serious toxic, fire or explosion hazards.

This Risk Management Program issued by the U.S. EPA is composed of guidelines for compliance with Risk Management Program rules, addressing hazardous chemicals regulated by the EPA. These guidelines state PSM requirements including instructions to create a Risk Management plan composed of hazard assessment, prevention program and emergency response program descriptions.
